Animal Abuse and animal cruelty: The Animal Welfare Section only has authority over animals in a shelter, pet shop or boarding facility. Animal breeders are also not covered under the Animal Welface Act enforced by the Animal Welfare Section. For mistreatment or abuse of privately owned animals contact your local animal control department. If your county has no Animal Control contact the local law enforcement in your county. These entities would have jurisdiction in this type of abuse.

The North Carolina Department of Agriculture and Consumer Services (NCDA&CS) no longer offers registration services for hemp processors. This change is due to the fact that the State of North Carolina no longer possesses the regulatory authority to oversee or administer a regulatory system for the licensing or regulation of hemp producers and processors. As a result, individuals or entities seeking to engage in hemp processing must now refer to federal guidelines outside of the state Department of Agriculture’s authority.

It is strongly recommended that you confirm those requirements by calling the individual state of destination.
