N.C. Forest Service - Urban and Community Forestry Financial Assistance Program
Program News: N.C. Forest Service 2026 U&CF Financial Assistance Request for Applications will open in January.
The goal of the North Carolina Urban and Community Forestry (U&CF) Program is to help municipalities reach a level of sustainable U&CF management that matches their goals and capacity. We define urban and community forestry as follows:
- Urban forestry is defined as the management of the planting, maintenance and protection of tree populations in urban settings to enhance the economic and ecosystem services trees provide to the community.
- Community forestry is a branch of forestry that engages the community in the completion of urban forestry practices in support of local government, serves broader community needs and works for positive change.
When municipalities and partners accomplish urban and community forestry practices and activities in an ordered manner, they enhance the level of management in the community, leading to sustainable program success.
We use the accomplishment of six specific standards to measure and classify the development status of a community’s U&CF program into one of four management classifications (See the NCFS U&CF Management Classifications chart below). This helps a community measure its progress, celebrate accomplishments, and allows us to best serve each community’s individual needs.
The Urban and Community Forestry Project Financial Assistance Program is designed to help communities climb this sustainable management hierarchy. The program accomplishes this by providing financial assistance and guidance in the development and completion of U&CF projects comprised of urban and community forestry practices and activities. A Request for Applications (RFA) process is offered several times a year to help you plan and apply for these assistance opportunities.
Each request for application will specify eligible organizations, practices and activities. The following details eligibility requirements for the financial assistance program in general.
Eligible Organizations
- Municipalities and tribal governments.
- Other governmental agencies, public educational institutions and 501c3 organizations may be eligible for assistance on select and periodic RFAs.
Eligible Practices and Activities
- Inventories and assessments -- Tree inventories and urban forest assessments.
- Plans -- Development of urban forestry practice plans, management and comprehensive plans.
- Policy, ordinances, standards and specifications -- Development of local policies and ordinances defining local government’s role in managing the urban forest, and standards and specifications directing urban forestry practices.
- Tree planting and maintenance -- Development and completion of tree planting and tree maintenance projects.
- Professional staff development – Assistance for staff to earn professional urban forestry credentials.
- Outreach -- Outreach products and events to inform and engage the community in urban and community forestry.
- Education and training -- Educational and training products, events and programs.
Ineligible Objectives, Practices and Activities
- Research projects.
- Construction activities, materials and supplies.
- Equipment with a cost of $5,000 or more.
- Planting project predominantly comprised of shrubs and vegetation other than trees.
- Time and expenses developing an application project and completing the application.
- Practices and activities completed before or after the grant contract timeline.
- Project expenses funded by another federal grant funding program.
Awardees will enter a project completion agreement/contract with the N.C. Forest Service or partner to complete the work for an agreed duration and will be reimbursed for approved expenses. Unless specified in a specific RFA, all assistance agreements use a cost share financial assistance structure.
Cost Share Financial Assistance Structure
- The awardee pays a service provider to complete the services.
- The awardee will be reimbursed the percentage cost share, for example 50%, 75% or 100%, offered by the specific RFA.
- Only purchased goods and services related to completion are eligible for reimbursement.
- An awardee’s contribution may not come from another federal grant funding program.
Administrative Costs
Fifteen percent (15%) of the total project cost is eligible for reimbursement to pay a third party service provider or the grantee for the management of the project unless specified otherwise by a RFA.

The N.C. Forest Service receives funding from various sources, and each has its own set of requirements, restrictions and activities that can be funded. N.C. Forest Service RFAs will detail all the information needed to apply for the funding program being offered. Requirements for All Applications and Projects
- All applicants must have a federal Identification Number and a federal Unique Entity ID # obtained through the sam.gov (Get a Unique Entity ID Only) website portal.
- Projects must take place within the boundaries of a municipality or tribal lands.
- U&CF needs and opportunities narrative
- Your project will address urban forestry need(s) and perhaps community forestry need(s). Identify your needs, the rationale for the project by identifying the gap or problem, the place, and if applicable, the audience or demographics impacted. Unique opportunities may have also presented themselves that may enhance addressing the needs of this project. As part of an application, you will be asked to provide a U&CF needs and opportunities narrative. This is the only place you will discuss needs and opportunities in an application. A needs and opportunities narrative should be clear, compelling, based on facts and include these elements.
- What are the primary urban or community forestry problems, challenges and opportunities?
- Use studies, data and trends that identify, quantify and qualify the problem, challenge or opportunity. Local, published if available, and/or based on your investigation.
- Your project will address urban forestry need(s) and perhaps community forestry need(s). Identify your needs, the rationale for the project by identifying the gap or problem, the place, and if applicable, the audience or demographics impacted. Unique opportunities may have also presented themselves that may enhance addressing the needs of this project. As part of an application, you will be asked to provide a U&CF needs and opportunities narrative. This is the only place you will discuss needs and opportunities in an application. A needs and opportunities narrative should be clear, compelling, based on facts and include these elements.
- All projects must include outreach activities and/or products that engage and educate the community in the project.
- Completed urban forestry practices must utilize and adhere to the most current versions of the American National Standards Institute A300, Z60.1 Standards & International Society of Arboriculture Best Management Practices.
- Project team – A new or established project team comprised of industry professionals, community citizens, municipal government staff and stakeholder organizations must be engaged in the completion of the project and fulfill the following roles.
- Project contributors providing professional services to complete work must be adequately credentialed for tasks/role on the project.
- Administration & finance
- Administrative and accounting professional must develop the project budget and maintain all reporting and request for reimbursement documentation.
- Communications products & services
- A communications professional must develop your outreach activities and publish your outreach and educational products.
- Urban forestry services and products
- A urban forestry professional with the following qualifications must complete the work or supervise, review and sign off on the work.
- A degree in urban forestry or a closely related field (e.g., forestry, arboriculture, horticulture);
- International Society of Arboriculture (ISA) Certified Arborist, American Society of Consulting Arborists Registered Arborist, Society of American Foresters Certified Forester, or equivalent State or professional credential; and/or,
- Additional accepted credentials
- International Society of Arboriculture (ISA) Certified Urban Forest Professional
- Society of American Foresters Certified Urban and Community Forester Credential
- Final report – A professionally published two-to-four-page infographic-style report summarizing and illustrating the project need, goal, objectives and accomplishments.
- You must contact your N.C. Forest Service county ranger and inform him/her that you are submitting an application.
Requirements for Most Applications
- Project deliverables and work plan
- The progress and completion of any project are measured by the completion of urban forestry practices and community forestry. For the purposes of our agreement, we term these deliverables. The following document provides the definitions of deliverables we use for the application process by U&CF practice and activity category.
- Each RFA will offer project duration options in blocks of months. For each project quarter (three-month period), the application will ask you to select the deliverables from a list and provide brief work completion narrative describing how the deliverables will be completed.
- Project budget
- Develop a project budget. Complete your project budget using the appropriate RFA budget form. These forms can be found under the financial assistance request for applications section on the U&CF resources and specifications webpage. Follow the instructions provided in the form, and provide the information as requested for each column of data.
- Goods and services quotes are required.
- A single quote for all eligible goods to be purchased and reimbursed.
- A single quote from a qualified service provider (as noted above) for the professional services to be used to complete the project.
- Proper state or local service procurement policies will need to be followed during the implementation of the project.
Apply -- Request for Applications
Requests for applications (RFAs) will be advertised and posted at the bottom of this page within the respective financial assistance program package section. Use these links to learn RFA-specific information and to access the electronic application.
There will be regularly scheduled offerings January and July each year, however there may be additional special offerings between these dates.
At the end of each application period, applications will be reviewed for completeness and requirements. Incomplete project plans or applications failing to meet all requirements will be disqualified. Acceptable applications will be grouped by funding program, scored and ranked based on the following criteria.
- Technical merit of the application and project.
- Completion of the project achieves the municipality’s next standard of the NCFS U&CF Management Classification.
- Project builds upon a previously accomplished U&CF project.
- The applicant is a current Tree City USA.
- Project start date – Practice or activity can begin soon after award.
- Project serves a disadvantaged community.
Applications will be awarded by rank, highest to lowest, until funding is exhausted. Applications tied in points will be awarded based on equitable geographic distribution of project awards, the population number served or by lottery if necessary. Unused funds within an RFA may be made available to fund other applications.
Financial Assistance Program Packages and Requests for Applications
We offer the following packages of specific practices and activities, each designed to help move a community up the management hierarchy or address a specific need. Definitions of the practices, activities and project deliverables can be found in the following document.

Climb to Tree City USA Package
This assistance package is designed to help municipalities that have not met all the Tree City USA standards complete select urban forestry practices and community forestry activities that are foundational in the management of public trees and to achieve Tree City USA designation.
The RFA opens in January each year.
Climb to Managing Community Package
This assistance package is designed to help municipalities that have achieved Tree City USA standards complete practices and activities to meet the standards to achieve the NCFS U&CF Managing Community designation.
The RFA opens in January each year.
Tree Maintenance and Planting Packages
Tree maintenance and planting project
This assistance package is designed to help municipalities that have achieved Tree City USA standards meet tree maintenance (pruning and removal) and planting needs. This package includes assistance to complete a tree inventory to identify tree maintenance needs and planting sites, develop work plans and complete the tree maintenance and planting.
The RFA opens in January each year.
Bad tree bounty project
Working directly with the NCFS, this assistance package is designed to assist a municipality with enhancing urban forest protection and management through a project that identifies and mitigates “bad” trees. Bad trees may include invasive tree species and/or risk trees, trees that pose an unacceptable risk to people and property. Assistance will be awarded to one municipality or tribal government.
The RFA opens in January each year.
Professional Staff Development Assistance
This assistance package is designed to help municipalities add urban forestry expertise to their organization by providing financial assistance for a staff member to obtain professional urban and community forestry credentials.
The RFA opens January and July each year.
N.C. Arbor Day Celebration Assistance
Working directly with the NCFS, this assistance package is designed to help municipalities that have not achieved Tree City USA designation plan and hold an Arbor Day celebration on North Carolina Arbor Day. Assistance is awarded to a select number of municipalities or tribal governments.
The RFA opens in July each year.
Special Projects
Periodically, as a need and/or as a funding program becomes available, projects that do not align with our standard assistance packages will be offered and advertised here.
