SPC&PD - Electronic Pesticide Product Renewal Instructions
North Carolina
2027 Renewal Cycle
Important Registration Information
Electronic Labels and New Product Application
Electronic Labels: Electronic versions of revised labels can be sent to us via our web page hosted by Kelly Registration Systems (KRS). Please see the Electronic Renewal Option section below for more information. Even if you do not use the electronic renewal feature, you can still send us revised labels through this system. Labels can also be emailed to us at pesticideregistrations@ncagr.gov or hard copies can be mailed to our office. USB sticks are not accepted. Labels posted to KRS or emailed to us are preferred and appreciated. We do not post labels to KRS.
Please Note (Various Scents, Colors, & Sizes): When providing electronic labels for products that have a single registration that allows for various scents or various colors, combine all the labels into one file before submitting. This is also needed for products that have a single registration and are sold in various size containers.
New Product Application: A revised product application with some new information is included in this package. Starting immediately, use this new application. Discard any old applications you have on hand.
Electronic Renewal Option
(Available October through January)
The North Carolina Department of Agriculture & Consumer Services, Pesticide Section continues to offer the option of renewing your currently registered products online via the Kelly Registration Systems (KRS) website. This service enables you to submit renewal information, electronic versions of supporting documentation (such as product labels), and remit renewal fees electronically. For more information, including the terms and conditions of using the electronic renewal option please visit the Kelly Solutions e-renewal website. If you choose the e-renewal option, you do not need to complete the paper renewal application. Electronic renewals are available from October through January to all companies with products registered in the state. To receive your username and password or have questions about this option, please contact KRS at support@kellyreg.com.
Environmental Trust Fund (ETF) Assessment Update
Currently, the annual ETF assessment is based on the sales of the product in North Carolina during the previous fiscal year from October 1 to September 30. If gross sales of the product were $0 to $5,000, the assessment is $25.00 for that product. If gross sales for the product were above $5,000, the assessment is $50.00 for that product. New registrations require a $25.00 assessment. The appropriate ETF assessment is added to the standard $150.00 registration fee to reach the total amount needed to register/renew the pesticide.
Therefore, to renew a registration the total amount needed is currently either $175.00 or $200.00 depending on the ETF assessment. The total amount needed for a new registration is currently $175.00.
Beginning sometime in 2027, the ETF annual assessment will change to a flat $75.00 per product regardless of how much was sold in North Carolina the previous fiscal year. A total of $225.00 will be needed for each registration. This includes the standard $150.00 annual registration fee and the new $75.00 annual ETF assessment. An exact date for this change has not been determined, but the current plan is for it to be in place by the time the 2028 renewal forms are sent out in October 2027.

Changes to our registration system continue
The North Carolina Pesticide Section continues to work with our Department’s Information Technology Services Division to upgrade our pesticide registration system. As with any new IT project, there have been, and continue to be, various speed bumps, roadblocks, and potholes along the way. However, we have finalized the transfer of our data gathering and processing activities to our Department’s Agricultural Regulatory System. This move has allowed us to take advantage of current IT advancements, continuing our goal of making the pesticide registration process in North Carolina as seamless as possible. Some of the upgrades include receiving your renewal forms and certifications via email and more timely updates to product data and company contact information. Work continues on an online portal that registrants will be able to use to submit new product registration applications, renewal forms, payments and labeling.
As with the past couple of years, registrants will receive their 2027 North Carolina pesticide registration renewal forms by email from pesticideregistrations@ncagr.gov. The forms can be printed, filled out, and mailed to us along with a check for the fees.
To help us make the best use of emailing renewal forms and certifications, we ask that you include on your 2027 renewal form the single best email address to receive such documents. Our system can only accommodate one email for each registrant. There is a line on the renewal form below the Certification Statement where you can write in the email address if it has changed. If possible, the email address should be one that is stable and does not change often. Also, when submitting revised labels, we would appreciate it if you would post them to the Kelly Registration Systems website or email them to us rather than submitting paper copies.
