Questions & Answers – Tropical Storm Chantal (TSC) Funding

Q: How will funds be allocated to our CS2 account?

A: Allocations will be made by contract request. Districts should estimate needs using the Average Cost List. The ACSP cost estimate calculator has been updated.

Q: Will there be a special code associated with the funds to keep them separate from FY27 ACSP funding?

A: Yes. The code is TSC.

Emergency Access Agricultural Road Repair (50% Cost Share) – Technical Questions

Q: What kind of design or surveying is needed if the site has already been repaired?

A: Measure the following to determine average cost components:

  • Length, width, and depth of gravel
  • Whether geotextile fabric is present
  • Culvert size and material
  • Any measurements required to calculate fill material volume

Cost share may not exceed 50% of average cost, or actual cost if receipts are provided for components without an established average cost.

Q: Should we work with Robert Moore for JAA since he has already visited the sites?

A: Yes, that is appropriate. Chris also visited sites, so he could assist if workload is high.

Q: Is there a checklist being used?

A: There is no official checklist other than what is already required in the BMP Policy. Requirements include:

  1. Road must be for agricultural use only.
  2. Slopes must be stable and protected from erosion.
  3. For crossings:
    1. Culverts must be made of approved materials (reinforced concrete, corrugated metal, PVC, HDPE; others require Division approval).
    2. BMP does not apply to bridge crossings or abutments.
    3. Top width must allow safe passage for intended traffic.
    4. Crossing must be adequately crowned over culvert.
    5. Fill material must be adequately compacted.

Q: Is a new site visit required for JAA sign-off, or are photos and receipts sufficient?

A: This is at the discretion of the individual providing JAA. Most will likely conduct a site visit to verify conditions and quantities for the cost estimate.

Q: If a site does not meet the requirements, can the producer make corrections and submit additional receipts for reimbursement?

A: Yes. Producers may improve the practice to meet eligible BMP standards.

Q: We would prefer to conduct the check-out site visit prior to contracting to confirm the dollar amount. Is that acceptable?

A: Yes, be sure to include the individual who is providing JAA.

Contracting and Timing

Q: Can we set up contracts in CS2 prior to 8/15 and have them approved at an August board meeting after the 15th?

A: Yes.

Can RFPs also be approved at the same meeting for completed projects if it is after 8/15?

A: Yes.

Funding Deadlines

Q: Is there a deadline to encumber the funds or process an RFP?

A: These will be FY27 funds, so the deadline follows the standard fiscal year timeline. Contracts will follow standard ACSP procedures, allowing time for design and construction if needed. However, we anticipate many projects will be contracted and paid more quickly.
