Professional Development - Technical Specialist Designation
Animal waste management plans must be certified by a technical specialist designated by the NC Soil and Water Conservation Commission. Technical specialists certify that the best management practices in the animal waste management plan meet the applicable minimum standards and specifications. The following categories are authorized within the rules of the commission (02 NCAC 59G):
- Waste Utilization Management / Nutrient Management (WUP/NM)
- Wettable Acres (WA)
- Irrigation Equipment (I)
- Structural Animal Waste (SD - Design, SI - Inspection)
- Runoff Controls (RC)
- Inorganic Fertilizer / Nutrient Management (IF)
- Water Management (WM)

To Apply:
All individuals requesting technical specialist designations are required to submit an Application for Designation to provide evidence of expertise, skills, training, and a list of three references who can attest to the applicant’s technical competence for each designation category. Applications can be filled out through an online form HERE or through hardcopy application found HERE.
Once all information is verified, the applicant’s request for designation will be presented to the commission for approval. Applications and any evidence of expertise, skills or training can be sent to:
