Professional Development - Technical Specialist Designation
Animal waste management plans must be certified by a technical specialist designated by the NC Soil and Water Conservation Commission. Technical specialists certify that the best management practices in the animal waste management plan meet the applicable minimum standards and specifications. The following categories are authorized within the rules of the commission (02 NCAC 59G):
- Waste Utilization Management / Nutrient Management (WUP/NM)
- Wettable Acres (WA)
- Irrigation Equipment (I)
- Structural Animal Waste (SD - Design, SI- Inspection)
- Runoff Controls (RC)
- Inorganic Fertilizer / Nutrient Management (IF)
- Water Management (WM)

Individuals who have been assigned approval authority for a designation category by the USDA NRCS, the North Carolina Department of Agriculture & Consumer Services, the Division of Soil and Water Conservation, or the North Carolina Cooperative Extension Service do not need to complete an application. However, it is required that a letter of recommendation be submitted stating that the individual has completed required trainings and has demonstrated proficiency in the particular skill.
Private individuals are also eligible for designation, however an Application for Designation is required through an online form available HERE
Once all information is verified, the applicant's request and staff recommendation will be presented to the commission for approval. Agency recommendations and applications can be sent to:
